Russia to publish document explaining position on expiring nuclear treaty

MOSCOW, Feb 4 (Reuters) - Russia will publish a document on Wednesday explaining its position on the expiry of the New START treaty that limits the size of the Russian and U.S. strategic nuclear arsenals, Russian Foreign Ministry spokeswoman Maria Zakharova said.
"We made sure it includes answers to the many questions that have been received," Zakharova said.
