Finnish top diplomat says Russian threat to whole of Europe will persist

SEEON, Germany, Jan 7 (Reuters) - Finnish Foreign Minister Elina Valtonen said on Wednesday that a Russian threat targeting all of Europe in a hybrid matter will remain for the foreseeable future.
"We know from our painful history that Russia unfortunately only understands strength," she added, speaking at a meeting of the German conservative CSU party in southern Germany.
