Jan 6 (Reuters) - President Donald Trump's administration is freezing some federal child care and family assistance funds to the states of California, Colorado, Illinois, Minnesota and New York, the federal Department of Health and Human Services said on Tuesday, citing serious concerns about fraud and misuse in state-administered programs.
