DOHA, Aug 19 (Reuters) - The latest Gaza ceasefire proposal agreed by Hamas is "almost identical" to an earlier plan put forward by U.S. special envoy Steve Witkoff, Qatar's foreign ministry spokesperson said on Tuesday.
