Germany regrets US concessions to Russia before peace talks have started

BRUSSELS, Feb 13 (Reuters) - Ukraine's possible NATO membership and the question whether it should concede any territory to Russia should not be taken off the table before peace talks with Russia start, Germany's Defence Minister Boris Pistorius said on Thursday.
Pistorius said he regretted that the U.S. administration had already made what he called concessions to Russia before talks started.
