
HAVANA, Feb 6 (Reuters) - Cuba's communist-run government on Friday detailed a wide-ranging plan to protect essential services and ration fuel, digging in its heels in defiance of a U.S. move to cut off oil supply to the Caribbean island.
A swath of measures promise to guarantee fuel supply for rice and agricultural production, education, healthcare and defense, according to several high level officials who spoke on a television news program.
