Bulgaria's government appoints special manager to oversee Lukoil-owned refinery

Nov 14 (Reuters) - Bulgaria's government appointed Rumen Spetsov on Friday as the special manager who will oversee the operation of Lukoil's LKOH.MM Burgas refinery beyond November 21, when U.S. sanctions are due to come into effect, and sell the company if necessary.
Spatsev is currently the general director of the state revenue agency, state radio reported.
