EPA issues biofuel proposal that includes 100% or 50% reallocation

Sept 16 (Reuters) - The U.S. Environmental Protection Agency on Tuesday issued a proposal to reallocate either 100% or 50% of biofuel blending obligations waived under the Small Refinery Exemption program.
The agency said it was also seeking comment on other percentages, including 25% or 75%.
