DUBAI, Aug 20 (Reuters) - Iran and the United States have not reached the point where "effective" nuclear talks can take place, Iran's top diplomat said in remarks carried by state media on Wednesday.
"Negotiations with the U.S. must be held at their own time. Every negotiation has a specific time called 'negotiation maturity' and it must reach that maturity in order to be held," Foreign Minister Abbas Araqchi said.
"In my opinion, we have not yet reached the point of maturity where effective negotiations with the U.S. can take place," he added.
