Putin says Russia would consider refraining from strikes on Ukraine if it holds elections

MOSCOW, Dec 19 (Reuters) - Russia is ready to consider guaranteeing security and refraining from strikes deep into Ukrainian territory if Kyiv holds elections, Russian President Vladimir Putin told his annual end-of-year press conference on Friday.
He said Ukrainian citizens living in Russia should also be able to take part in the voting.
