UNITED NATIONS, Dec 17 (Reuters) - United Nations Secretary-General Antonio Guterres spoke with Venezuela’s President Nicolas Maduro by phone and reaffirmed the need for countries to respect international law, particularly the U.N. Charter, exert restraint and de-escalate tensions to preserve regional stability, a U.N. spokesperson said.
