Putin sending low-level delegation to Turkey 'slap in the face,' Estonian foreign minister says

ANTALYA, Turkey, May 15 (Reuters) - Estonian Foreign Minister Margus Tsahkna said on Thursday that Russian President Vladimir Putin sending a low-level delegation to Turkey for talks regarding the war in Ukraine was "like a slap in the face."
He added that his country's official position is that the future defence spending target for NATO member states should be 5% of gross domestic product.
