Feb 19 (Reuters) - President Donald Trump's goal is to abolish the Internal Revenue Service and "let all the outsiders pay", Commerce Secretary Howard Lutnick told Fox News on Wednesday, citing the External Revenue Service which the administration has previously said would collect tariffs, duties and revenues.
