April 9 (Reuters) - Traders of futures contracts tied to the Federal Reserve's policy interest rate on Wednesday saw about a 60% chance that the U.S. central bank will cut start cutting interest rates next month, as China announced retaliatory tariffs on U.S. goods, ratcheting up the trade war.
