MOSCOW, April 28 (Reuters) - The Kremlin said on Tuesday that the necessary measures were being taken in the wake of a Ukrainian drone attack on Russia's Tuapse oil refinery.

The drone attack caused a "large-scale fire" at the refinery on the Black Sea, forcing the evacuation of nearby buildings.
