As threatened, the STOXX 600 .STOXX, STOXX 50 <>STOXX50> and Euro STOXX 50 .STOXX50E all hit fresh record highs at the open as the likely end of the U.S. shutdown provided an excuse for a new round of dip buying.

Members of the U.S. House of Representatives are heading back to Washington due to vote Wednesday afternoon on a compromise that would restore funding to government agencies and end a shutdown that started on October 1 and is in its 42nd day.

The Republican-controlled Senate approved the deal on Monday.

Sector wise, autos .SXAP were the biggest gainers, up 1.2%, and pretty much every European national index was solidly higher, with just Britain's lagging, and even blue chips and mid caps there are still hovering on the positive side of flat. .FTSE, .FTMC

A soft trading update from housebuilder Taylor Wimpey TW.L, a nudge higher in gilt yields, albeit after a big fall Monday, and maybe even some angst about the outlook for British Prime Minister Kier Starmer were all in the mix.

Notable movers include RWE RWEG.DE, Germany's largest power producer, up 3.4% at an over 14-year high after it reported higher-than-expected profit for the first nine months of the year, boosted by a 225 million euro ($262 million) book gain on the sale of a data centre project.

British utility SSE SSE.L unveiled a 33 billion pound five-year investment plan on Wednesday, including a 2 billion pound ($2.68 billion) equity fundraising, sending its shares up more than 11% to a record high.
