June 18 - (The Insurer) - Startup Florida carrier Vision Insurance Exchange has been set up by Roger Desjadon and Ron Scalzo and is looking to start offering coverage in the fourth quarter through a Citizens take-out.
According to its website, Vision Insurance Exchange was formed in January this year and has applied for its certificate of authority from the Florida Office of Insurance Regulation (FLOIR).
Vision will offer HO3 (homeowners), HO6 (condo) and DP3 (dwelling) policies beginning in the fourth quarter of this year through a Citizens take-out in November.
The Cape Coral-based startup said that at launch it will offer broad coverage throughout the state of Florida excluding Monroe County.
“In Q1 2026, we plan to offer voluntary HO3, HO6 and DP3 products. Plans are also in the works to add E&S products along with several commercial solutions and expansion into other coastal states,” the website says.
Vision said that it is “designed exclusively with the independent agent in mind”.
“The goal was to move beyond the limits of traditional homeowners’ insurance – adapting to emerging risks and leveraging innovation to build something stronger, more resilient, and more responsive to the needs of agents and policyholders,” the website says.
Vision introduced itself on LinkedIn in a series of posts leading up to the Florida Association of Insurance Agents’ 2025 convention, which starts on Wednesday.
Its CEO Desjadon is a former CEO of Florida Peninsula Insurance. Chairman and chief operating officer Scalzo previously led Flagler Insurance Agency and Express MGA. Former Gulfstream Property and Casualty Insurance CEO Ron Natherson runs operations.
In addition, the team includes Fran Lattanzio as CFO, Angie LaTour as executive vice president of agency services, Bob Gantley as EVP of claims, David Feuer as EVP of business development and Dan Lavin as EVP of underwriting.
If Vision secures approval from FLOIR, it would follow 13 carriers that have been approved by the insurance regulator to write business in Florida since legislative reforms were passed in 2022 and 2023.
These include several that were set up as reciprocal insurers: Apex Star Reciprocal Exchange, Trident Reciprocal Exchange, Ovation Home Insurance Exchange, Manatee Insurance Exchange, Condo Owners Reciprocal Exchange, Orange Insurance Exchange and Tailrow Insurance Exchange.
On its website, Vision describes itself as a “true reciprocal exchange”.
“Our model prioritizes the needs of agent partners and members alike,” it adds.
