Mosaic promotes Duggan to head of claims for North America

- (The Insurer) - Specialty (re)insurer Mosaic Insurance has promoted environmental and casualty risk specialist Thomas Duggan to head of claims for North America.

Duggan joined Mosaic in July 2024 as head of claims for environmental liability, and was one of 14 environmental specialists Mosaic hired across the U.S. last year to build out the unit.

Before that, he spent eight years at Ironshore Insurance, culminating in his role as chief claims officer, environmental. Earlier in his career, he served as head of environmental claims for Liberty Mutual and also held various roles in professional, casualty, and environmental claims and underwriting at Zurich and AIG.

Based in New York, Duggan will oversee Mosaic’s claims teams for all lines of business throughout the Americas, including environmental liability, transactional liability, political violence, political risk and cyber, and directly handle environmental claims globally.

He will report to Mosaic’s global head of claims, Natalie Graham.

“As science, technology and the law come together, insureds are facing an ever-growing set of challenges—from emerging risks and threat actors to new and changing regulatory schemes and increasingly complex corporate transactions. Our claims team helps them successfully navigate these challenges,” said Duggan.

In January of this year, Mosaic appointed David Barr to lead its international environmental liability division, with Karen Reilly heading up the U.S. business.
