BERLIN, Jan 29 (Reuters) - Germany has been systematically underinvesting and its restrictive fiscal policies have been a brake on growth, German Economy Minister Robert Habeck said on Wednesday.
The German economy has been stagnating for a long time, Habeck said at a presentation of economic forecasts in Berlin.
